Sets up Renovate as the dependency-update tool for this repository, part of an org-wide rollout.
Depending on this repo's starting state, this PR does some of the following:

Summary
Added a new renovate.json at the repo root extending the standard Contentful shared preset (
local>contentful/renovate-config). This is a fresh Renovate install on a repo that had neither Dependabot nor Renovate previously, so no cleanup of Dependabot artifacts was required.
