update: replace .cursor commands/rules/skills with AGENTS + skills

• Removes .cursor/commands/ (code-review.md, execute-tests.md).
• Removes .cursor/rules/ (contentstack-core, dev-workflow, oclif-commands, testing, typescript, etc.).
• Removes .cursor/skills/ (including references/ markdown for code-review, contentstack-cli, framework, testing).
• Adds AGENTS.md (monorepo table, commands, skill map) and skills/*/SKILL.md at repo root — same content role, not under .cursor.
• .cursor/rules/README.md only points at AGENTS.md.
