Set a max number of lines for textarea in Chat

Description

When inputing text in Chat, we should set a max number of lines in the textarea (TipTapEditor). Maybe 10 lines, and then it scrolls, or if a user wants they can click and drag the bottom right corner to expand the textarea.

The current behavior is to grow as lines are added which looks bad after ~10 lines. See screenshot below.
