This pull request makes the service plugin extendable beyond just VPP-NAT44 implementation.
Most likely we will have another service renderer specifically for IPv6.
VPP-LB plugin from Intel could also get it's own renderer and provide an alternative implementation of services, maybe more suitable for some deployments.
