Update Seafile service template to v13

Currently, the Seafile service template in Coolify uses version 12. Version 13 is already available on Docker Hub.

I attempted to manually update the Docker image tag to v13 in my Coolify panel, but the container failed to start and I had to rollback to v12. It seems there might be some configuration, database migration, or environment variable changes required for v13 to run properly in the Coolify environment.

Could you please update the official Seafile one-click service template to support v13 out of the box?

Steps to Reproduce

1. Deploy Seafile from Coolify service templates (installs v12).
2. Manually change the docker image tag to 13.0 (or the latest v13 tag).
3. Restart the service.
4. The service fails to boot properly.

Additional Context

Updating the template would help users migrate to the latest version safely without breaking their current setups. Thank you for your hard work!
