feat: containerize app

[david-dong-biohub]

Containerizes copick-web with dev and staging/prod setups.

Other Changes Include:

• support web app being run behind reverse proxy (like umbrella-dev/viewer/copick-web
• github actions to publish to ghcr (not tested yet as it needs to be on main branch to run action)
• Add a few vscode tasks in preparation of running format and lint
• format backend code. Did not do frontend yet
• regenerate package-lock as idetik requires new npm version
• update readmes
