No warnings about /etc/environment.

Actual Behavior

sudo: /etc/environment: No such file or directory

when entering the SDK or running sudo within it.

Reproduction Steps

1. cork enter

Other Information

This was brought in with sudo 1.8.28. /etc/environment doesn't exist in the SDK but does exist in the OS image.
