This releases fixes some race conditions regarding status in the
daemon, and also changes things to stop using the `77` exit code for
the `upgrade` verb because it's an incompatible change for scripts
that were (rightly) expecting `0` for success.

Besides bugfixes, there is a *lot* of churn in the internals in this
release in preparation for things like package layering as well as an
experimental container tool that you may have seen in my Devconf.cz
talk.

For the current time, that work continues in the background.
