v2016.10: Release 2016.10

This release follows up on 2016.9 with a critical fix for package layering;
we could crash in a scenario of successively relabled packages across
SELinux policy updates.

There are also other smaller bugfixes, and some new features, such
as `packages-$basearch` for treefiles.
