There are two major features in this release:
 - Package layering now handles non-root owned files in /usr, used
   mainly for setuid or have file capabilities like kubernetes-node.
 - There's a new `rpm-ostree initramfs` command which supports regenerating
   the initramfs locally in order to add configuration files (notably for
   dm-multipath), or to change the arguments (e.g. include kernel modules).

Other than that there's a variety of smaller bugfixes, CI infrastructure
improvements, etc.
