  • proto: Add discovery stubs and bump BSR pins to 20260402 (13cebcb)

Add discovery_pb2.py, discovery_pb2.pyi, and discovery_pb2_grpc.py to the vendored proto directory for the new DiscoveryService (ListAvailableTowers, GetAvailableTower, ListRunways, GetRunway).

Bump BSR version pins from 20260306 (b06c7779a62f) to 20260402 (69e6fe070d98), which also updates the existing ATC stubs with upstream changes. Generalize validate_protobuf_version to check all *_pb2.py files instead of only atc_pb2.py.

  • discovery: Add Discovery API for tower and runway introspection (45067d9)

Add module-level sync functions (list_towers, get_tower, list_runways, get_runway) that query the backend DiscoveryService via gRPC. Returns frozen dataclass types (Tower, TowerResources, Runway, IngressMode, EgressMode) with auto-pagination, error translation, and input validation.

Client-side filtering for ingress/egress modes and tower capacity is included as a workaround until backend support lands (coreweave/aviato#571, coreweave/aviato#572).

Includes TowerNotFoundError and RunwayNotFoundError exceptions, format_bytes/format_cpu utilities, 77 unit tests, 23 integration tests, example script, and AGENTS.md documentation.
