Modeling decisions for 221100 sector disaggregation #84

This issue is meant to list the modeling decisions used in the implementation of the 221100 disaggregation.
There are 7 decision points discussed in independent comments in this issue. My suggestion for feedback to this approach is to

  1. Provide feedback in the order the decisions are posted and try to resolve them in that order, as any changes to earlier decisions will affect later ones, and
  2. Create a new sub-issue linking to the relevant comment in this issue so that the discussions are clearly focused and contained for each decision point.
