Support Go AutoMemLimit

Auto go memlimit configuration can be extremely useful under Kubernetes environment. If scaling up Cortex vertically, with auto go memlimit, the GOMemLimit config can be automatically adjusted.

We can use similar implementation as what Prometheus does prometheus/prometheus#13395
