ShiningPanda jenkins plugin can't find HTML reports

In 4.0, ShiningPanda no longer finds the HTML report: https://issues.jenkins-ci.org/browse/JENKINS-28428

This is because they look for "status.dat", which is now called "status.json".

If we detect we are running under Jenkins (by noting the JENKINS_URL environment variable), then we make the old status.dat file also.
