Limit the Asset upload directory in Redactor

It would be good to control what asset directories are available from the image upload button and link to an asset button in a rich text field.
Because my client does not always check in which assets directory he is in, and Craft put you in the last used folder, when my client upload an image/asset it gets uploaded anywhere, so its hard for him to organize his files/images.

+1 - having just built a site which has many user groups, I really need the ability to limit what they can see. The site admins upload restricted PDF's that are only visible to users that have the correct permissions on the front end, but a user could just put the same PDF into their profile or news post and it would be visible to anyone visiting the site.
