[4.X / 5.x]: "Your project config YAML files contain pending changes" - but there aren't

What happened?

So I have this weird issue related to YAML changes for a long time. On multiple sites, running on Craft 4.X and 5.x, I keep getting the "Your project config YAML files contain pending changes" - notification. When I review, only the first line is highlighted green, but no changes below:

What I tried

Of course I tried all options: apply, reapply, discard and even a total rebuild, also via CLI. But the damn things keep popping up.

I have allowAdminChanges and allowUpdates both on false on production. But also on development server (where both are true), it keeps happening.

Already had contact with support, but they can't reproduce it, so I'll give it a try here; anyone has experienced this and knows how so fix it? TIA

Hi, thanks for getting in touch! This sounds a lot like #14909 (plus a couple of issues linked to from that one). Could you please try the steps from that issue and check if it resolves this for you?
