Description
This enbles a user extract only experiments for a user by extracting only an application's (which belong to a user) experiments
How Can This Be Tested?
Run this branch and try to fetch an experiments by application ID.
Limitation: Still trying to figure out how to automate attaching an experiment to a user notebook after it has been created
