v26.3.27-allowInsecure

基于 Xray-core v26.3.27，移除了 allowInsecure 的时间限制（2026-06-01 deadline），永久允许使用。

改动文件: infra/conf/transport_internet.go

• 移除 time.Now() 时间检查
• allowInsecure: true 永久生效，仅输出 deprecation 警告日志

适用场景: 服务端使用自签证书的 hysteria2 等协议
