"Kill" action doesn't do anything for apps in work profile

Bug description

"Kill" option when holding down on app inside work profile doesn't kill app

Steps to reproduce

Step 1. Create a work profile (with an app like Shelter)
Step 2. Hold down on app from work profile on homescreen/app drawer
Step 3. Press "kill"
Nothing happens except toast.
