[META] Phase 1 critical-path tracker — cross-org dependency chain

Goal

Cross-link every Create Protocol dependency issue into a single tracking meta-issue so partners, contributors, and sibling-agent work streams can see the whole Phase 1 critical path on one page. Right now the work is scattered across create-protocol/cr8, kcolbchain/stablecoin-toolkit, kcolbchain/switchboard, kcolbchain/token-simulator, kcolbchain/audit-checklist, and kcolbchain/meridian.

Scope

Produce a checkbox list here that mirrors the dependency chain in issue-seeding-plan-2026-04-18.md, with one bullet per issue, showing which unblocks which. Exactly:
