Update vocabulary to v2020.9.4; fix import order

Updates vocabulary to 2020.9.4 and fixes issues with scss partial import order, so styles will build properly. Also replaces a reference to $color-orange with $color-tomato since orange was deprecated.

Apologies, prettier touched some files, but since there isn't a code style being enforced here yet I figured I'd save time and push anyway.
