Remove errant 3.0 formatting from CC BY 4.0 - Polish legalcode.

1. Production CC BY 4.0 - Polish
   • style is incorrect--it is from 3.0 and does not match any of the other 4.0 legalcodes/translations
2. Testing CC BY 4.0 - Polish
   • style is correct
