Update README.md with correct pre-commit-config.yaml link

• [Bug] Configuration File Link for Pre-Commit in README is Broken #104

Description

This pull request replaces the current link for bullet point 3 in "using pre-commit" section of the README with the correct link so that it doesn't result in a 404 - page not found error.
