Release for Foundry v13

- Improvements in spell listing for D&D 5e mobile sheet
Spells are now grouped like the desktop sheet (At-Will / Innate / Ritual, plus by level) with a prepared-spell count, the Combat tab lists actions under the correct type with usage counts, and conditions stay in sync.

- Add level up from mobile sheet in DnD5e
If GM has enabled level up automation, players can level up from mobile (except Standalone)
