feat(appcatalog): Add production channels#1344

Add signed catalog v3 production channel metadata for stable, beta, nightly, deprecated, support status, deprecation details, replacement app ids, maximum Crypta compatibility, and security advisories. Surface the metadata through Platform API and Web Shell, keep automatic update policy stable-only by default, and preserve explicit/manual staging for blocked channels. Bump Platform API contract evidence to 13 and update first-party manifests, devtools descriptor generation, docs, and release-certification checks.
