Adjust front end to back end history changes and add encumbrence

Notes

• Refer to effectiveDate for timeline.
• Remove fabricated events once backend is doing fabricating and adjust serializer to work with new data shape
• Add encumbrance, lifting encumbrance and home jurisdiction change events
• add 3 separate endpoint call for privilege history (Public, Provider, Staff)
• adjust privilege card and history header to make encumbrance and confirm all types of deactivation continue to work with Expires: Deactivated paradigm rather than showing non-relevant expiration date
