docs: drop default-language rule entirely#2

Coding agents already mirror the user's input language automatically, so prescribing "concise English" (or any language) added no behavioral effect — only line noise. Remove the rule from AGENTS.md, CLAUDE.md, README.md, and README.ko.md. The other Repository Rules stay because they are not auto-derivable from user language.
