Create new version(s) of ctools.exe

@mj-ctera , now that I'm starting to make progress on adding functionality to ctools, we should probably make sure we can still package it up into a single Windows executable.

Can you test if it still works or share the steps / program I need to test it myself?

I have made two changes that I think might break this

1. Converted ctools.py from dos format to unix - Easy to undo / convert again if necessary
2. Created a requirements.txt file to install cterasdk using pip instead of just cloning the ctera-python-sdk source code and executing ctools.py from the ctera-python-sdk folder.

I am not sure if the .exe creator tool will need all the files to be in dos format and/or in the same folder or not so just let me know.
