Use send_emails script to send emails

This repo duplicates the functionality to send emails. We want to reuse the send_emails script (ctsit/send_emails: Python script to send emails from any host (github.com)) to send emails instead.

This issue has been put on hold until we plan the use case, design, and implementation of send_emails.
