docs: fix cards and broken links on Orchestration API index#10966

- Drop vendor-logo img from cards, add descriptions, switch to cols={3}
(same pattern used on the Monitoring Integrations index)
- Remove orphan migration-leftover heading at the top
- Repoint REST API references to /reference/core-data-apis/rest-api

Fixes the cards and broken links on the Orchestration API index page.
img, adds a short description to each card, and switches tocols={3}.Orchestration API) at the top of the page (the title already comes from frontmatter).ref-rest-api,ref-api-scopes,ref-ref-jobs-endpoint) to/reference/core-data-apis/rest-api, since the REST API page moved undercore-data-apis/and the old/reference/rest-apipaths 404.
