Update the steps of the "Scenario outlines with expand" rerun formatter scenario to conform to v2.0 step definitions, so the @wip-new-core can be removed.

The scenario "Scenario outlines with expand" in the rerun formatter feature is actually passing (since the --expand options is not really implemented in v2.0), but it has to be updated to be written for the v2.0 step definitions: (
this step passes/fails) instead of the v1.3.x step definitions (a passing/failing step).
