This PR includes changes from three small subtasks of DLST-451:

  • DLST 460: use separate email recipient lists for success and failure (success_recipients and failure_recipients in config.yml)
  • DLST 461: add the logs/ directory to the shared_dirs list during capistrano deployments
  • DLST 459: Configure the cron to attempt the transfer script once a day for the first 7 days of each month & do not send a failure notification if there is nothing to sync (allows GSAS 7 days to complete the upload)
