Availability of impacket as FreeBSD package is too flaky.

Availability of impacket as FreeBSD package is too flaky.

Stick to legacy version of cryptography which still
supports OpenSSL version 1.0.2 due to FreeBSD 11.

Closes curl#7418

Is this related to freebsd ci failing due to pkg: No packages available to install matching 'py37-impacket' have been found in the repositories

edit: Nevermind, this fixes that issue. I have to rebase my PRs to see the change.
