Adds the “timezones” graph to the stats build pipeline and fixes its rendering so the background map and the standard curl watermark logo can coexist.

Changes:

• Register timezones.svg in the Makefile graph list and add build rules to generate timezones.csv and the final SVG.
• Add the new graph to stats.sh’s output mapping list.
• Update timezones.plot to use a non-conflicting gnuplot pixmap id for the map image.
