Issue present in Intellij 2019.3.4(bundled JBR 8), Cursive 1.9.1-2019.3

Issue not present in Intellij 2019.2.3(bundled JBR 8), Cursive 1.8.2-2019.2

1. lein new test-lein-version
2. Import in Intellij
3. Change Leiningen version: to 2.7.1 or below, Apply, OK
4. Click Refresh Leiningen Projects
5. Observe "Could not create shim" error balloon
