Make child resource searchable if shared by a parent

Description

This PR solves for a use-case in the reporting repo where report instances visible to the logged in user are listed on page load.

There are 3 ways report instances are visible to the logged in user:

• The user is the creator/owner of the report definition for which this instance is of
• The logged in user has been explicitly shared the report instance
• The logged in user has been shared the report definition

• Category (Enhancement, New feature, Bug fix, Test fix, Refactoring, Maintenance, Documentation)
