Implemented a new Codacy agent skill in .agents/skills/codacy. This includes a comprehensive SKILL.md with installation and PR triage workflows, reference documentation for output formats and tools, and evaluation test cases. The skill is registered across agent platforms and discoverable in the repository's documentation. Also added a project-specific .codacy.yaml configuration.
