Update requirements.txt from git to standard pip

Our requirements.txt (inherited from the original repo) installs from git but at this point the multiformats library has been updated substantially. Updating to use pip alongside a fixed version is preferable to the current git installation.  0.2.1 is available on PyPi https://pypi.org/project/multiformats/
