Update get_partials PR with 0.36 IPFS on oduwsdl/setup-ipfs GHA #65

Motivation
Currently #51 has tests failing because it relies on the fixed gateway byterange functionality in Kubo ipfs/kubo#10808 which on the 0.36 release ipfs/kubo#10816 However the oduwsdl/setup-ipfs step within this repo's Github Action used to setup the IPFS daemon at the time of writing only supports the latest versions existing on https://dist.ipfs.tech/go-ipfs/versions which is 0.35.
Acceptance Criteria
- Bump action to 0.36 once it is released and rerun actions
