Should a policy change govern the pull request that changes it?

PatchGate reads enforceable policy from the trusted base revision. A PR that changes patchgate.yml cannot use those new rules on itself.

CODEOWNERS and branch protection create the same timing question.

How does your team handle that today? I want one case where both the old policy and the proposed one had to be explained to reviewers.
