A new pull request based on an old one with different remote to merge.

Based on the comment from older one, the switch "lD80R" is added in namoption.

@maxiimilian and @zrxdaly sorry I lost track of this PR. I'm in favor of merging it if there is interest. It might take a bit of work to adapt it, since the surface routine has changed a bit in the mean time.

Hi Fredrik,
thanks for the reply. Yes it sure does. I didn't follow the recent development on the surface scheme. Do you know (roughly) what we need to do to merge the branch? some editing to make developments independent/optional or some test simulations?

@zrxdaly and @maxiimilian, I closed this by mistake when cleaning up old branches, including the target branch of this PR. Anyway, the scheme is now in the dev branch, commit 217c99c, PR #185.

Together with Stephan, we added a condition to apply the length scale only in stable conditions, and also limit the length scale by delta(k). This seems consistent with the paper. Please see if you agree, and if you test it I'd be happy to hear how it goes.

Hi Fredrik,
thanks for merging the D80R subgrid scheme in the development version.

I was going to give it a try but tried installling it a few times. Is the mannul of installation latest? I found i missed a few library that is not mentioned in the manual: ecbuild. I installled it but still not a success.
