Ubuntu 16.04 has been EOS since April 2021 and 18.04 since April 2023. GitHub is no longer fully supporting them (hence the ACTIONS_ALLOW_USE_UNSECURE_NODE_VERSION workaround) and the workaround will also go away soon (I did not found the post but IIRC is was the end of the year).

They are also no longer searchable on https://pkgs.org and https://packages.ubuntu.com/ makes it hard to get information about available packages and versions.

Since this removes the last platform which would have allowed us to test Python 3.5 (which we did not even do - also it went EOL in October 2020) we can (rather have to) bump the minimum supported Python version to 3.6.
