DAOS-1257 Build raft tests at build time

Update to the raft commit that builds the library and
test tool at the same time so that at test time it
doesn't need to be built.

CORCI-661 build: Fix bug checking prebuild path (#17)

Getting the component PREBUILT option can return None.
Ensure that it doesn't return None so check doesn't fail.
