Enable NLT and Fault Injection tests on el9.7
Switch Functional VM tests to EL 9 by default.

Steps for the author:

Final validation results:

New warnings in Fault Injection stage are triggered by fault injection operation.
6 of them are because of misinterpretation of Logging allocation failure text in fault injection log line.

Similar situation in NLT tests.
