I'm gonna go over this to just clean up some grammar. The better documentation we have the easier it is for everyone. Also I left an in line comment regarding mandatory core packages

i guess this got forgotten a while back, I made a couple changes to grammar and updated a link to the new docs, looks good, but im curious is this something that can be run by non core devs, to create their own releases? if not maybe it shouldnt even be merged as is. without more protection on who can trigger the workflow.
