[Dot Shorthands] Build System support

This issue tracks any work needed for the build system to support dot shorthands (or at least for us to think about it briefly and make sure we're not missing anything).

I'm not too familiar with the area, but after talking to @jakemac53, it doesn't seem like anything is needed to support dot shorthands?
Dot shorthand constants will exist, but should just hook into the existing constant implementation.

Let me know if I'm missing anything. If there's nothing, I can close the issue and at least we've gave it some thought.
