Should we have IDE Plugin(s)?

Since build_runner (and friends) are not part of the SDK, it doesn't seem to be right to try and get the SDK to understand them (unless done in a very generic way). Another option would be relatively small IDE plugins (i.e. one for IntelliJ, one for VSCode).

Some ideas:

• Validate build.yaml (similar to validating pubspec, or analysis_options)
• UI buttons/triggers for build/serve/watch/debug

I'm sure we can think of more ideas, but that would be a neat start, and we might be able to solicit community contributions as well, folks seem to really like the plugins for Flutter and Angular.

If this system goes where we want it to, supporting build generically is a good idea
