Event-related codes and updated tests from Refactor + separately test the instance deletion logic in task scheduling #9097 (without the inner loop refactor).
Note: the test verifies a different timeline. However, async delays from Check which tests are fragile / depend on timing. #9069 still fail this, even with zone-based timer tracking from Experiment: track and wrap Timers and run* blocks in the clock control zone. #9080.
