To prevent warnings and future errors from RTD once they require configs. Per this post https://blog.readthedocs.com/migrate-configuration-v2/, configs will be required. They recently sent out warning emails to projects that didn't have one yet. Although we're not actively using this one yet, we also don't want to keep getting the warning notices.
