Issue being fixed or feature implemented

Github workflow failed when trying to create full release

What was done?

  • updated mockery to 2.23.1
  • run all checks on PRs if respective files were changed
  • regenerated mocks
  • regenerated protobuf definitions
  • fixed linter issues

How Has This Been Tested?
